The holotable pulsed crimson as the final seconds of Rika’s footage replayed—Levi, suspended mid-air by twin filaments of wire, pivoting with impossible grace to drive both blades into the Void Stalker’s neural cluster. The creature collapsed in a twitching heap, dissolving into static miasma. Silence followed. Not even the hum of the servers pierced it.
Commander Isao Kondo exhaled through his nose, arms crossed. “A soldier from another world,” he muttered, eyes never leaving the hovering image of Levi’s blood-smeared face. “And you’re certain he’s not a enemy.”
“Biometrics confirm organic origin,” Rika replied. He doesn’t know where he is. But he knows how to survive.”
Vice-Commander Hijikata stepped forward, his long coat whispering against the metal floor. For a man who spoke only when necessary, his presence filled the room. He studied the schematics of Levi’s ODM gear—bulky by 13th Bureau standards, powered by pressurized gas canisters.
“Primitive,” he echoed Rika’s words, but his voice held something unexpected—interest. He zoomed in on the blades. “But the precision. The economy of motion. This man doesn’t waste a single movement.” A pause. Then, quietly: “I’ve seen assassins, cyborg operatives, even psionic elites. I’ve never seen combat like that.”
Shuhei glanced at him, surprised. “You’re seriously considering this?”
Hijikata turned, his gaze like a scalpel. “We’re three days from the next Void surge. The border fortresses are cracking. We’ve lost two squads in the last 48 hours. And now we have a warrior who kills like instinct is his command language.” He looked at Kondo. “Deny him, and we’re idiots. Hold him back with red tape, and we die slower. He doesn’t have the presence of an enemy. It’s as Rika says, he’s a survivor and he was definitely in the military troops in his own world.”
Kondo’s jaw tightened. The sirens below rose in pitch—a containment breach in Sector G. Time was bleeding out.
Rika didn’t flinch. “He asked for one thing: purpose. Not asylum. Not answers. A fight. He said, ‘If your enemy’s stronger than Titans, I’ll cut it down.’”
A dry chuckle cut through the tension. Hijikata removed his gloves, tossing them onto the table. “Then give him one. Recruit him. Rebuild that gear with monomolecular edges, integrate our SAT thrusters—make it sing. Put him under Rika’s wing. Train him on our protocols. In 72 hours, I want him in the field.”
Kondo stared at the frozen image of Levi standing over the dissolving Stalker—small in stature, immense in presence.
“God help us if he turns,” Kondo said.
Hijikata’s voice was steel. “God? If he does turn, he’ll face me. Then we’ll see if God has anything to do with it.”
The holotable shifted—new orders cascading across the display. Asset Levi: Clearance Alpha-9. Immediate integration. Project: Phantom Blade active.
Outside, the storm over the Borderlands deepened. Somewhere in the compound, a lone figure sharpened twin blades—waiting.
And the hunt was just beginning.
Kondo gives in and sides with Hijikata, Shuhei nods. “It’s settled then. Recruit him! And Chief Rika, excellent work, as always!”

On a clear, crisp evening during Fleet Week in a modern, bustling New Pendulum Port City. Hundreds of sailors from various nations are enjoying shore leave. In a park overlooking the harbor, a temporary stage has been erected. Decorative banners featuring the Shinsengumi crest, modified with subtle vampire and demon motifs, flutter in the sea breeze.
Toshizo, Vampire Demon Vice Commander of the Shinsengumi/ Sugar Police Force and SugarGuard Battalion (GSC’s Private Military Unit) Impeccably dressed in a modernized version of the Shinsengumi uniform. His katana, Kiku-Ichimonji, is sheathed at his side. He exudes an aura of both fierce discipline and unsettling charisma. His eyes, usually concealed behind dark glasses in daylight, are a piercing light purple in the twilight.
Toshi stands at the podium, the microphone amplifying his deep, resonant voice. The setting sun casts long shadows, highlighting the sharp angles of his face. Commander Ito hovers nearby, wringing his hands.
“Honored guests, sailors of the world, brave men and women of the sea. Welcome to this humble celebration of Fleet Week. We, the Shinsengumi, extend our deepest respect and admiration to all who serve.”
(He pauses, his light purple gaze sweeping over the assembled crowd. A subtle, almost imperceptible ripple of unease runs through them.)
He continues, “For centuries, the Shinsengumi have stood as guardians of order, protectors of the innocent. Our methods may sometimes be… unconventional… but our dedication to justice is unwavering. Like the tides, we are relentless. Like the shadows, we are ever-present.”
(He subtly touches the hilt of his katana.)
“Tonight, we celebrate the spirit of service, a spirit that transcends borders and languages. A spirit shared by all who face danger, who stand against the darkness, who protect the weak. You, the sailors of the world, embody that spirit. You navigate treacherous waters, face storms both natural and man-made, and stand ready to defend your nations.”
(He gestures towards the harbor.)
“The sea is a vast and unforgiving mistress. It demands respect, discipline, and unwavering courage. These are qualities we, in the Shinsengumi, understand intimately.”
(After a brief pause)
“However, courage alone is not always enough. Sometimes, one must embrace… unconventional solutions to preserve peace.” (He makes a small gesture and Commander Isao quickly hands him what appears to be a glass of red wine.) “Tell me, sailors. What sacrifices are you willing to make for the sake of duty? What darkness lies within you that you suppress in the name of service?” [This is a test, he actually drinking non-alchoholic wine.]
(Interrupting a polite round of applause)
“I see some among you regard us with suspicion, perhaps even fear. You hear rumors of the Shinsengumi: whispers of our… methods of maintaining order.” (He smiles, a chillingly polite expression.) “Let me assure you, such rumors are… exaggerated. But tell me, visitors, if you are here to enjoy the celebration, or to observe the methods of the Shinsengumi? Do not come here to judge but to enjoy and respect each other.”
(After the speech, as people begin to approach him): A young sailor, emboldened by alcohol and curiosity, approaches Toshizo with a question: “Sir, I heard the Shinsengumi… well, I heard you all were kind of… old-fashioned. Do you really still fight with swords?”
With a serious look he turns to the sailer and responds to his question. His gaze intimidating. “Sir! What you call Old-fashioned, I call discipline. But to be clear, the sword is my preferred weapon but I don’t need a sword to fight. I have the strength of demons and vampires which allows me to use not only my own carefully cultivated abilities but I have been around long enough to cultivate my mind as well. That, sir, is the ultimate weapon. So yes, perhaps I am old-fashioned!”
Leaving the sailor with jaw-open, Toshizo politely bows and leaves the area since he’s not much for public talk but does it once in a while.

The S-Clan’s Special Operations squad moved to S-Clan’s 13th Bureau… and the now the military housing and holding cell is undergoing major reconstruction….

*Toshi had been helping Hikari secure the area to keep anyone from attacking. That’s when his ears twitched lightly, he heard a voice and followed it. A familiar scent came from this demonic child. He quickly surmised that this was the child of LuzHela that was spoken about a while back at the Empire of the Grand Sugar Clan. He speed towards her blocking her attempts to attack and get closer.* Foolish child! What are you doing here? Did someone send you? You wont be able to get any closer, get back! I wont allow you to harm my sister and I highly doubt you’ll be able to get anywhere near her on your own anyway!
